While academic literature is generally negative toward lotteries, the public and policymakers in state capitals continue to support them. Most of this literature, however, only looks at data from the mid-1980s. While the number of states operating lotteries has grown to thirty-three, only one of these has failed to pass a referendum. This shows that a lot of states still favor lotteries – in part, because of the misconception that lottery participation will cure government revenue shortfalls.

It is a form of entertainment

While playing the lottery is a form of entertainment, chances of winning are slim. The lottery numbers are chosen randomly. The chances of winning a jackpot are small, and most players pay a minimal amount with the hopes of being one of the lucky winners.
